Both markets face significant complexity due to their ambitious energy transformation targets, their interconnection with the rest of the East Coast, and changing demand patterns.
New York has set ambitious targets in renewables, electric vehicles, and the limitation of greenhouse gases with legislation like the Climate Leadership and Community Protection Act (CLCPA). These goals are supported by a medley of federal, state, and utility-level incentives and laws, such as state regulator NYSDEC’s “Peaker Rule” which will significantly affect the state’s thermal generation from high-emitting peaker plants. Specific states within ISO-NE are also pushing towards renewable generation, with Massachusetts leading the way with the Clean Energy Peak Standard mandating RPS and incentivizing renewables and storage technologies.
NYISO and ISO-NE have extensive new renewable capacity in their interconnection queues aimed at fulfilling RPS targets, predominantly solar, offshore wind, and batteries, although the timeline and certainty of these projects’ construction are highly variable. Changes in the winter demand, along with more grid traffic and severe weather, highlight the need for better connections and transmission capacity.
