The Baltics, and especially Estonia, have ambitious decarbonisation targets with oil shale power generation and one of Europe’s highest carbon intensities. At the same time, policymakers are aiming to become fully independent of Russian gas. Deploying more renewables faster is the stone to kill both birds, and consequently, governments in Estonia & Lithuania are currently considering significantly higher green targets for 2030.

While support schemes for solar and onshore wind receive additional funding to raise the auction volumes, merchant market risk becomes even more important.
