PJM has recently entered Stage 3 of the Critical Issue Fast Path (CIFP) reform process to develop a comprehensive set of Capacity Market rule changes. Final proposals to FERC are expected in October, with capacity accreditation, seasonal division, and updated Capacity Performance penalties all under consideration.

In this session, we will present our initial analysis, to be continued at our Q3 Group Meeting, on the following points:

• What are the goals of the CIFP process? Which proposals are under consideration, and which auctions will be affected?
• How can proposed rule changes around capacity accreditation, seasonality, etc. impact BRA clearing prices? We will present a scenario analysis based on potential outcomes.
• What will be the impact of proposed rule changes on asset economics?
