Despite NYISO and ISO-NE’s relatively low renewables penetration to date (~30% and ~20% respectively) and challenges bringing new projects online, states in both regions have set ambitious Renewable Portfolio Standards, incl. New York targeting 100% by 2040 and Massachusetts targeting 60% by 2050. The shift to bilateral contracts via indexed RECs in NYISO and the multi-state offtake system in ISO-NE creates complexity in forecasting expected revenues for renewable generators. This comes against the backdrop of an impending shift to winter peaking schedules, an aging baseload fleet, and regional land constraints.
