MISO State Policies and Utility Integrated Resource Plans

All MISO states, except for Illinois, are regulated states, meaning both states and utilities play pivotal roles in ensuring resource adequacy and grid reliability. Data shows that approximately 95% of the MISO capacity is either contracted or owned by utilities, with the top 10 utilities in MISO controlling 55% of the ISO’s total installed capacity. This makes utility Integrated Resource Plans (IRPs) and Request for Proposals (RFPs) essential tools for understanding the future resource landscape in MISO.

During this session, we will explore the following topics:

  • State policies:
    • Which states have more progressive renewable energy policies, and how do they impact the economics of individual assets?
  • Utility IRPs:
    • What is the current IRP landscape, and how have they been evolving?
    • How reliable is IRP information for strategic investment, given its modifications over time?
  • Utility RFPs:
    • How does renewable offtake potential differ between utility IRPs and RFPs, and which should developers rely on?
