Evolution of Resource Adequacy in California

As the energy transition progresses, reliability has been a key focus for system planners and regulators with changing system composition and anticipated load growth. In California, Resource Adequacy (RA) mechanisms and requirements are the primary instrument available to the Californian Public Utility Commission to plan for system reliability.

In this session, we will explore the evolution of RA system design and interrogate the dynamics in procurement and pricing. Discussion topics will include:

  • Summary of the current state of RA design
  • Overview of how the RA market is changing with slice-of-day requirements
  • Examination of the recent trends and dynamics for RA procurement and pricing
  • Assessment of load-serving entities’ position on the demand side and market evolution for different technologies on the supply side
