Grid Fee Outlook for the Netherlands 2045

Grid costs in the Netherlands have nearly tripled in the last two years, and are expected to continue to rise significantly in the future.

Our latest report, commissioned by Tata Steel, Shell, Nyrstar, bp, Sabic, and Chemelot, has found that grid fees in the Netherlands are diverging from those of neighbouring countries, more than reported in previous studies.

Network costs in the Netherlands are regulated by the Authority for Consumers and Markets (ACM) and cover transmission and system services. Since 2022 costs have risen from 897mn € to 2.5 bn € in 2024, driven by unexpectedly high energy prices. These costs are expected to keep rising, accelerated by new investments in the (offshore) grid.

Our analysis shows that grid fees in Germany, Belgium, and France are significantly lower than in the Netherlands – for both flexible and baseload consumers. To create a level playing field for large offtakers, over 300mn € annually is currently needed to bring grid fees in line with those in neighbouring countries, growing to more than 500mn € by 2030.
